JOB DESCRIPTION

The Joint Team on AIDS (JUTA) supports strategic leadership and guidance to the implementation of the the National Strategic Framework III on HIV and AIDS prevention targets, and regional and global political declaration, towards the ultimate aim of zero new infections by 2030. The team develops and promotes strategies, policies and programmatic approaches to sustainably reduce new infections in Botswana; generates and disseminates strategic information and prevention programme guidance; champions the development and implementation of state-of- the-art behavioural, biomedical and structural HIV prevention methods; strengthens linkages between HIV prevention and treatment, gender and human rights initiatives and programs; and establishes and strengthens partnerships and alliances for HIV combination prevention.  

Botswana joined the Global HIV Prevention Coalition in 2019 to reinvigorating HIV prevention focusing on the five (5) HIV prevention pillars, i) Adolescent girls and Young women, ii) Key populations, iii) Comprehensive Condom programming, iv) Voluntary Medical Male Circumcision  and v) Pre- exposure Prophylaxis.

An HIV Prevention Specialist is therefore required to lead the UN Botswana’s support on the Global Prevention Coalition agenda. S/He will among others lead the development of the HIV prevention coalition products and support work between UNAIDS, UNFPA and MOHW. S/He will analyzes and assesses relevant political, cultural, social and economic trends and provides technical support on the implementation, monitoring and evaluation of the JUTA workplan and overall support to the national HIV response. 

Main tasks and Responsibilities of the Position: 

Under the supervision of the UNFPA head of office and in close collaboration with the Joint Team on HIV (JUTA) the HIV Prevention Specialist will:

  • Take a lead role in the development and dissemination of the HIV prevention coalition products. 
  • Lead regular updating of global prevention coalition tracking tools, including by ensuring the validation of indicators and country scorecards and HIV posters, in collaboration with the JUTA team.
  • Provide expert advice and guidance on strengthening HIV prevention programme management and delivery, including on prevention target-setting and programme monitoring and, in close collaboration with partner agency leads, on individual prevention programme components, e.g. the five prevention pillars (HIV prevention among adolescent girls and young women and their sexual partners, Key populations, Comprehensive Condom Programmes, Pre-exposure prophylaxis - PrEP and Voluntary Medical Male Circumcision - VMMC) including the behavioural and structural components of those programmes. 
  • Proactively advocate for the implementation of the HIV prevention agenda, strategizing with cosponsors and other key partners, and collaborating with national and regional stakeholders, including civil society for coherent and effective national HIV prevention programs. 
  • Develop proposals for resource mobilization on HIV prevention.
  • Actively creates documents and shares and applies knowledge on current and emerging HIV/AIDS issues and trends by evaluating programmes, projects and ongoing experience for lessons learned, best practices and replicable strategies and approaches. 
  • Keeps abreast of policy developments and strategies analysing and interpreting the political, social, cultural and economic environment relevant to health and HIV/AIDS and identifies opportunities for JUTA assistance and interventions. 
  • Use new data and science on HIV prevention to mobilize political support for HIV prevention efforts.
  • Coordinate and convene civil society organizations and development partners working on the five pillars of HIV prevention.  
  • Collaborates with various government institutions, civil society, private sector and development partners and builds their capacity to implement and harmonize HIV/AIDS Prevention interventions.
  • Participates as a core member of the UN Joint Team on AIDS and convenes relevant components as required.
  • Performs any other duty as directed by UNAIDS and UNFPA head of office.

QUALIFICATIONS AND EXPERIENCE

  • Master’s Degree (or higher) in one of the following or related fields: Public Health or other related social sciences.   
  • Minimum of five (5) years’ professional experience in managing HIV prevention programmes at a national level. 
  • Good understanding of the national HIV prevention landscape.
  • Experience working in collaboration with government, development partners, civil society organizations, community based organizations/ networks faith based and community based leaders, and private sector.
